To make sure that the property is priced correctly. Not too high but not too low either.

When buying a home, an independant appraisal can insure that the house is priced correctly and that the buyer is not over paying.

A home appraisal does not directly affect property taxes. In Georgia, an appraisal is often used to contest the assessed value ( if the value is higher than the appraisal).

What tips do you have for a homeowner who wants to take out a home equity loan?

A homeowner that wants to take out an equity loan should make sure they can still sell the property without being "upside down" ie. that the loan does not create negative equity. Something that was prevalent during the last 5 years.

Is there anything that most people don't know about home appraisals that they should know?

Appraisals are good for about 3-4 months. The data is always changing. An appraisal is like a picture - it captures one moment in time.
